What If Every New Volunteer Began with Confidence Instead of Confusion?

A Citizen Observation Inspired by the Draft Karnataka Apartment (Ownership and Management) Bill, 2025

The Starting Point

Dear Government of Karnataka,

At the outset, appreciation for inviting public comments on the Draft Karnataka Apartment (Ownership and Management) Bill, 2025.

The draft Bill rightly strengthens financial governance through books of accounts, bank accounts, annual audits and accountability.

While reading these provisions, one small scene stayed with me.

Not a courtroom.

Not an audit.

Not a tax notice.

Just an ordinary evening.

An ordinary Apartment Owners' Association.

And an ordinary volunteer.

Act I | The Handover

The Annual General Meeting has just concluded.

The outgoing Managing Committee receives a warm round of applause.

For two years...

they quietly balanced work...

family...

and community responsibilities.

Now it is time to hand over.

No speeches.

No ceremony.

Just a laptop.

A few files.

Some account books.

And countless hours of voluntary service.

Act II | The First Evening

The new Treasurer reaches home.

Dinner can wait.

Curiosity cannot.

The laptop opens.

The books of accounts appear.

Monthly Maintenance.

That makes sense.

The next page.

Common Capital.

Another.

Reserve Fund.

Another.

Special Contribution.

Another.

Miscellaneous.

The numbers are correct.

The audit is complete.

The intentions are honest.

Yet one quiet question fills the room.

"Would another Apartment Owners' Association call these by the same names?"

Silence.

Act III | Across India...

On the very same evening...

Another Annual General Meeting concludes.

Another volunteer carries another laptop home.

Another set of books.

Another sincere effort.

Another financial language.

Thousands of Apartment Owners' Associations.

Thousands of honest volunteers.

Thousands of different financial vocabularies.

Should community governance begin by relearning accounting terminology...

every time someone volunteers?

Act IV | One Citizen Suggestion

Could the Government of Karnataka consider introducing a Standard Financial Classification Framework for Apartment Owners' Associations as part of the implementation framework accompanying the KOAMA Bill?

That is the only suggestion.

Citizen Observation 777 does not attempt to prescribe accounting standards, software architecture or statutory reporting formats.

Those decisions belong entirely to the Government, accounting professionals, auditors, banks, software developers and the concerned domain experts.

The thought is much simpler.

Every Apartment Owners' Association may have a different story.

Their financial language should not.

The First Line on the Whiteboard

Citizen Observation 777 draws only the first line on the whiteboard.

One Financial Language

More Time for Better Community Living

How that line is completed belongs entirely to the Government of Karnataka and the concerned domain experts.

Act V | One Year Later

Another Annual General Meeting.

Another handover.

Another volunteer.

The laptop opens.

The books feel familiar.

The terminology feels familiar.

The conversation moves quickly.

Not because there is less work.

Because there is less confusion.

Someone proposes planting more trees.

Another suggests a reading corner for children.

A parent speaks about safety.

Someone mentions rainwater harvesting.

The meeting is finally discussing...

the community.

Not the nomenclature.

Citizen Observation

Most volunteers never ask for recognition.

Perhaps they deserve something simpler.

A financial language that travels with them.

So that when they move from one Apartment Owners' Association to another...

they carry their experience...

not their confusion.

Because stronger communities are built...

when volunteers spend less time understanding yesterday's books...

and more time building tomorrow's community.

And The Joy of Community Livings glows.

Disclaimer

This is a citizen observation inspired by the Draft Karnataka Apartment (Ownership and Management) Bill, 2025.

The suggested Standard Financial Classification Framework is only a citizen suggestion.

The scope, nomenclature, numbering structure, implementation methodology and adoption framework are entirely for the Government of Karnataka, accounting professionals, auditors, banks, software developers and the concerned domain experts to evaluate.

Citizen Observation 777 draws only the first line on the whiteboard.

How that line is completed belongs entirely to the concerned domain experts.

The only Joy is Digital Transactions Day

The April 11 – Digital Transactions Day Philosophy

Digital transformation is often associated with new technology.

Sometimes...

it begins much earlier.

With a common language.

Because when information is organised using common standards...

people spend less time understanding systems...

and more time creating value.

The same philosophy helped strengthen India's Digital Transactions ecosystem.

Perhaps it can also help strengthen community governance.

Please note Digital Payments are a subset of Digital Transactions.

One Draft. | One Citizen. | One Suggestion. | One Better Law.

The Karnataka Apartment (Ownership and Management) Bill, 2025

The opening

When governments invite public comments on a draft law, are citizens given enough guidance to participate confidently?

Every draft law begins as a document.

Before it becomes legislation, it also becomes a conversation between government and citizens. The quality of that conversation often influences the quality of the final law.

By inviting public feedback on the draft Karnataka Apartment (Ownership and Management) Bill, 2025 (KOAM Bill 2025), the Government of Karnataka has created an important opportunity for citizens to participate in shaping legislation that may influence apartment living across the State for years to come.

About the Draft KOAM Bill 2025

The draft KOAM Bill 2025 seeks to modernise Karnataka's legal framework governing apartment ownership and management by replacing legislation that has served the State for more than five decades. Among its proposals are measures relating to apartment governance, redevelopment of ageing buildings, management of common areas, and the functioning of Apartment Owners' Associations.

Given its potential impact on lakhs of apartment owners, Resident Welfare Associations, developers and other stakeholders, the Government has invited public feedback before finalising the legislation.

This Citizen Observation does not comment on the provisions of the draft Bill. Instead, it suggests one small procedural improvement that could make the consultation process simpler, more organised and more citizen-friendly.

How to Submit Your Feedback

The Government of Karnataka is inviting public feedback and suggestions on the draft KOAM Bill 2025.

Email: kaomablr@gmail.com

At present, there is no prescribed format for submitting observations.

A short set of Frequently Asked Questions (FAQs), together with a suggested email submission format, could help citizens prepare clearer submissions while making it easier for the review team to analyse and consolidate public feedback.

One Measurable Suggestion

Publish a short "Frequently Asked Questions (FAQs) for Public Submissions", together with a suggested email submission format.

This simple initiative would not require:

  • A new portal
  • New software
  • Additional infrastructure

Sometimes, a few pages of guidance can significantly improve the quality of public participation.

Suggested FAQs for Public Feedback

The following FAQs are personal suggestions intended to illustrate the type of guidance that may help citizens prepare clearer and better-structured submissions. They are not official FAQs issued by the Government of Karnataka.

1. Who can submit suggestions?

Any interested citizen, apartment owner, Apartment Owners' Association, Resident Welfare Association, professional body or stakeholder.

2. Should I refer to page numbers and section or clause numbers?

Yes, wherever possible.

Mentioning the relevant page number and section or clause helps reviewers quickly locate the provision being referred to.

A simple structure may include:

  • Page Number
  • Section / Clause
  • Observation
  • Suggestion
  • Reason

If the exact reference is unavailable, mentioning the relevant chapter or subject is also helpful.

3. Can I submit general suggestions?

Yes.

Suggestions relating to implementation, governance, citizen convenience, awareness, administrative processes or overall clarity can also add value.

4. Can an Apartment Owners' Association or Resident Welfare Association submit one consolidated response?

Yes.

Associations and federations may submit a consolidated representation reflecting the collective observations of their members.

5. Is there a suggested email format?

A simple structure could include:

  • Subject
  • Name (if permitted)
  • City / District
  • Page Number
  • Section / Clause
  • Observation
  • Suggestion
  • Reason

6. Will I receive an acknowledgement?

An FAQ could clarify whether acknowledgements will be issued after receiving submissions.

7. Can supporting documents be attached?

An FAQ could clarify whether supporting documents may be attached wherever they help explain or support an observation.

8. What is the last date for submissions?

Citizens should refer to the latest notification issued by the Government of Karnataka and ensure that submissions are made before the notified deadline.

Why These FAQs Matter

For Citizens

  • Makes participation less intimidating.
  • Helps organise observations more clearly.
  • Encourages constructive and relevant feedback.
  • Reduces uncertainty about submission expectations.

For the Review Team

  • Makes submissions easier to review.
  • Helps group similar observations together.
  • Improves consistency across submissions.
  • Supports more efficient analysis and documentation.

Closing Thought

Every public consultation is an invitation.

And, you should not miss this invite.

Take some time, go through the document, corelate with your experiences in the apartment complex you stay, pick up a few inputs from your work experience and share the inputs.

A few pages of guidance can help transform that invitation into meaningful participation.

Sometimes, better laws begin with better conversations.

The same principle extends beyond public consultations. Whether participating in governance or making a digital transaction, trust grows when processes are simple, transparent and easy to understand.

Small improvements in citizen interactions today can contribute to a stronger culture of trusted digital interactions tomorrow—a vision that also inspires the proposed Digital Transactions Day (April 11).

The  Closing

Every trusted digital transaction begins with a trusted digital interaction.

RBI imposes penalty on Sri Ganesh Co-operative Bank Ltd., Gulbarga, Karnataka

The Reserve Bank of India has imposed a monetary penalty of 15.00 lakh (Rupees Fifteen lakh only) on Sri Ganesh Co-operative Bank Ltd., Gulbarga, Karnataka.

The monetary penalty is for violation of Reserve Bank of India’s instructions for violating Know Your Customers (KYC)/Anti Money Laundering (AML) Guidelines in issuing ‘at par cheques’ to large number of walk-in-customers by intentionally structuring them below 50,000/-.

RBI also observed that it had opened benami accounts and allowed huge cash deposits in such accounts.
