NPCI to introduce BASE i.e Bharat Aadhaar Seeding Enabler

              NPCI - NACH Team has released a document informing to public at large on the launch of BASE

              The full form of BASE is Bharat Aadhaar Seeding Enabler

              Government’s Direct Benefit Transfer runs on Aadhaar Numbers. Citizens Aadhaar Numbers have to be seeded into specific bank accounts. In turn, that information should flow to NPCI Mapper. Over the years, substantial amounts have been routed through DBT channel to the end beneficiaries.

The DBT Channel has routed Rs.6,30,264/- Crores via 717 crores transactions in FY 2021-22 . The number keeps on increasing every month.



To further enhance customer satisfaction, NPCI has come out with BASE.

              The objectives of this new facility by NPCI is to: -

Objective 01) Enable citizens to check Aadhaar seeding status

Objective 02) Enable citizens to do Aadhaar seeding

Objective 03) Enable citizens to do Aadhaar deseeding

Objective 04) Enable citizens to move Aadhaar seeding from one Bank to another Bank

 

Aadhaar Seeding in NPCI Mapper is a two-step process

Step 01) The respective Aadhaar must be linked to a specific Bank Account Number

Step 02) The specific bank should send that information to NPCI Mapper

Both steps are necessary for seamless delivery of Government Benefits to one’s bank account via the respective entity and NPCI

 

Step 2 is not possible without Step 1

Step 1 is incomplete if Step 2 is not done.

To reduce the TAT around Aadhaar seeding / deseeding, NPCI has come up with BASE

Q: When is the Go Live Date?

Ans: The Go Live is not mentioned in the document. As the go-live process involves multiple integrations between various IT Systems, hoping that BASE goes live in the next couple of months.

Benefit 02) Be aware of their latest Aadhaar Seeding status

Benefit 03) Reduce the TAT for Aadhaar seeding in NPCI Mapper

Are mysterious mobile numbers linked with your Aadhaar Number??

      
          UIDAI CEO Ajay Pandey has informed to public at large that UIDAI has advised all telecom companies operating in India to enable a facility that will allow subscribers to check the mobile SIMs which are linked to their Aadhaar number.



The primary reason for this facility is to guard Aadhaar Numbers being linked to unauthorized mobiles.

Instead of the word ‘unauthorised’, the words ‘unknown’, or ‘mysterious’, are more apt.

UIDAI provides an ‘Aadhaar authentication history’, tool to enable Aadhaar holders to verify when their Aadhaar number was verified. However as UIDAI does not store the authentication purpose, it is of limited usage.

Aadhaar is becoming the default identity proof of residents by various government and non-government entities.

          Telecom companies have been mandated to link the cellphone SIMS with Aadhaar Numbers. This is to establish the identity of mobile phone users.

Against the 142.9 crore active mobile subscribers, in 85.7 crore cases the mobile connections have already been linked with Aadhaar.

And, it is here where the problems have surfaced. UIDAI came to know about some retailers, operators and agents of telecom companies allegedly misusing Aadhaar authentication facility to issue new SIMs or for re-verification of numbers other than that of the Aadhaar holder. Such complaints must have reached a very high number for UIDAI to take corrective steps.

When contacted, UIDAI CEO Ajay Bhushan Pandey told PTI, “In order, for people, to know which mobile number is linked to Aadhaar, all telecom operators have been asked to provide this service to their customers by March 15.”

Hence, UIDAI (Unique Identification Authority of India) has directed all telecom operators to provide a facility that will enable their subscribers to check if the mobile SIMs are linked with their Aadhaar number, a step to guard against any unauthorised use.

UIDAI has directed telcos to make the new facility available to subscribers by March 15.

The telcos have been asked to provide the facility, including SMS-based offering that will allow their subscribers to check whether their mobile number is linked with Aadhaar as well as information on other mobile numbers is issued or verified against that Aadhaar number.

As the deadline approaches, there would be more clarity on the exact process flow including the redressal channel.

Once the process goes live, it is advisable for every mobile holder to make use of this facility atleast once every week.

This is best way to safeguard your Aadhaar number.

Unique Identification Authority of India (UIDAI) issues 56 crore Aadhaar Numbers


                As on 14 January 2014, UIDAI has crossed the issuance of 56 crore Aadhaar Numbers. It is fast racing toward its target of 60 crore Aadhaar Numbers in the next couple of months.

                In the recent past, on an average 13-14 lac Aadhaar numbers are being generated every day.

                UIDAI which was born in January 2009, the UIDAI issued the first Aadhaar Number on 29th September 2010, after completing necessary preliminaries including establishing various standards relating to collection of data and biometric information such as finger prints and iris images.

 UIDAI issued 25 crore Aadhaar Numbers in the period up to December 2012 at an average rate of almost one crore Aadhaars per month. During 2013, UIDAI issued a total of 29.1 crore Aadhaars at an average rate of over 2.4 crore Aadhaars per month.

Indian Domestic Money Transfer- Norms Relaxation by Reserve Bank of India Will UIDAI/Aadhar number, bridge the gap?





There has been a growing demand to allow non-bank entities to be part of the Domestic Money Transfer mechanism.
The most quoted alternate is MPesa pioneered in Kenya.

The focus of RBI, is on KYC/AML norms. Any domestic money transfer mechanism, should be KYC/AML compliant.  This might seem to be a bit harsh, and the proponents of alternate money transfer mechanisms, see this as the stumbling block in financial inclusion.

However, in the long run, compliance to KYC/AML norms will safeguard the Banks, customers and other participants.

There have numerous representatives to RBI, to open up the formal banking channel to facilitate fund transfers of small value, subject to monthly ceilings and monitoring, to give impetus to the process of financial inclusion.

In this regard, RBI today issued notifications on Domestic Money Transfer - Relaxations vide notification no RBI/2011-12/213 DPSS.PD.CO.No. 62/02.27.019/2011-2012 dt,October 5, 2011.

The relaxations will not give  impetus to the money transfer facilities in the country, but also ensure that the financial transfers happen  in a safe, secure and efficient manner across the length and breadth of the country.

Broadly, the relaxations fall under the following three categories:


01) Liberalising the cash pay-out arrangements for amounts being transferred out of bank accounts to beneficiaries not having a bank account and enhancing the transaction cap from the existing limit of Rs. 5,000 to Rs. 10,000 subject to an overall monthly cap of Rs. 25,000 per beneficiary.

02) Enabling walk in customers not having bank account (for instance migrant workers) to transfer funds to bank accounts ( of say family members or others) subject to a transaction limit of Rs. 5,000 and a monthly cap of Rs. 25,000 per remitter.

03) Enabling transfer of funds among domestic debit/credit/pre-paid cards subject to the same transaction/monthly cap as at (b) above.

The operational instructions are in a separate Annex.  



Banks/ non-banks may adhere to the following while enabling the domestic fund transfers enumerated above.

a) A robust risk and fraud management system in place which will include reporting of suspicious transactions to the appropriate authorities.

b) Such fund transfers are expected to be effected on a real/near real time basis.

c) The total outstanding amount on a prepaid payment instrument shall not at any point of time exceed the limits prescribed in the extant guidelines on the RBI on the policy guidelines for issuance and operation of prepaid payment instruments.

d) Inter-bank settlement of funds shall be effected using RBI approved payment systems only.

e) On charges, the same should be reasonable, i.e a balance between the cost of the scheme and the charge paying capacity of the target audience.

f) Banks/non-banks may put in place appropriate systems for redressal of customer grievances.

g) The customer grievances under the Domestic Money Transfer Scheme will also be part of the Reserve Bank of India’s Banking Ombudsman Scheme.

The key aspect of the relaxations is the  monthly cap restriction.


The participants under the Domestic Money Transfer Scheme, have to devise ways to ensure that the transactions do not breach the monthly cap norm.

Cash-Out - Monthly cap - Rs25,000/- per beneficiary.

Cash-In - Monthly cap - Rs25,000/- per remitter.  

In my view, the Rs25,000/- cap per beneficiary or per remitter monitoring has to be done  not   Payment System Provider wise, but the complete industry wise.

Eg: Cash- Out Monthly  cap - Rs25,000/- per beneficiary.
Can  Beneficiary A receive money from 10 remitter’s in excess of Rs25,000/- in a month. If the limit is breached, what will be the monitoring mechanism?

The key question, is what will be unique identifier to ensure that the cap on the remitter is not breached.

Here, the UIDAI/Aadhar number can fill in the gap.

The process flow :
a) The transaction is originated with the UIDAI/Aadhar number
b) The UIDAI/Aadhar number is verified at the  UIDAI server and the transaction tagged to the UIDAI/Aadhar number.
c) Subsequent transactions are tagged to the respective UIDAI/Aadhar number, and in case the monetary limit is breached, the transaction can be  denied.

Benefits:
01) UIDAI/Aadhar number is expected to be issued to majority of our countrymen and is also expected to be the game changer for financial inclusion.

02) The start can be made now. Yes, initial investments will be required at all levels. This will be one-time investments and the infrastructure can be utilised for other purposes.

03) Tagging of financial transactions to UIDAI/Aadhar number, will reduce the investments in risk management of individual Payment System Providers. Each Payment System Provider, need not develop individual tools, but utilise the UIDAI/Aadhar number tool.

04) Risk Management can be automated, and manual intervention will be required only for exceptional cases.
