Citizen Observation 51 OF 777 | A 54-PAGE UPI CIRCULAR — WHAT SHOULD A CUSTOMER LOOK FOR?

The Intro

A 54-page circular may govern an ecosystem.

But a customer experiences UPI one transaction at a time.


 

The Trigger

The “Consolidated Circulars” tab on NPCI’s website under the UPI module

 

The Audience

The UPI customer.

Not the bank.
Not the app.
Not the technical team.
Not the regulator.

The person who experiences UPI one transaction at a time.

 

Act I

I was not looking for a circular.

I was simply looking at the NPCI website, following the UPI journey through Governance — and then my eye caught a new tab: Consolidated Circulars.

And there it was:

UPI Consolidated Circular

54 pages.

Like crores of countrymen and women, I use UPI every day.

So I paused at a very simple question:

What, in these 54 pages, should I look for as a customer?

 

Act II

I went back to the way I actually experience UPI.

A payment at a shop.

A QR code.

A notification on my phone.

A recurring payment.

A UPI Number.

A payment made using credit.

Different moments. Different places. Different transactions.

But I experience each of them in a very simple way:

Did my payment happen?

Who did I pay?

What just happened?

What changed?

Can I still control it?

Can I understand my payment journey?

I don't experience UPI as 54 pages.

I experience it one transaction at a time.

 

Act III

So I went back to those 54 pages.

This time, I was not looking at them as a technical document.

I was looking at them through the eyes of the person using UPI.

Not asking:

Which provisions are important?

But asking:

Where might a customer pause and ask a question?

That led me to seven customer moments.

Seven moments where the circular meets the everyday UPI journey.

And that is what this series will explore.

Closing Thought

The circular is 54 pages.

My UPI journey is made of moments.

Between the two lies the customer.

That is where I will look.

The circular may be written for the ecosystem.

The journey is experienced by the customer.

Let the journey begin.

CO53 — Will I be told clearly?

CO55 — Is my UPI Number journey clear?

CO57 — Do I clearly know who I am paying?

CO59 — Can I still stay in control?

CO61 — What does UPI Lite mean to me?

CO63 — Will I know what changed?

CO65 — Can I understand what I paid using credit?

CO66 — Closure

CO51 → CO53 → CO55 → CO57 → CO59 → CO61 → CO63 → CO65 → CO66

The seven customer lenses in this mini CO777 series are communications, UPI Number, merchant visibility, AutoPay, UPI Lite, authentication and Credit Line on UPI.


Digital Transactions Day — April 11

This journey also takes me back to where the UPI journey began.

April 11 — the proposed Digital Transactions Day, marking the UPI Beta launch.

From a beginning that was once a pilot, to a payment journey experienced by crores of Indians every day, the journey has grown enormously.

And perhaps, as we look at these 54 pages, it is worth looking at that journey once again — this time through the eyes of the customer.
