Adapting to Change: Your Paytm Payments Bank FASTag After March 15, 2024

         Majority of Paytm Bank FASTag holders must walk the extra steps for a smooth migration of their FASTags.

         Please note that the only option is to physically remove the Paytm Bank FASTag and affix the new bank’s FASTag. There is no shortcut.

         Yes, it will be a logistical nightmare to destroy safely the Paytm Bank FASTags.

1. Continuation of Toll Payments:

   - Yes, you can continue to use your existing FASTag issued by Paytm Payments Bank to pay tolls after March 15, 2024.

   - No further funding or top-ups will be allowed in FASTags issued by Paytm Payments Bank after March 15, 2024.

   - Consider procuring a new FASTag from another bank before the specified date to avoid disruptions.

 

3. Recharging Balance:

   - After March 15, 2024, you will not be able to top-up or recharge the balance on your FASTag issued by Paytm Payments Bank.

   - To ensure uninterrupted service, plan to obtain a new FASTag from an alternative bank well before the deadline.

 

4. Balance Transfer to Another FASTag:

   - Unfortunately, the credit balance transfer feature is not available in the FASTag product.

   - If you decide to switch to a FASTag from another bank, you will need to close your old FASTag issued by Paytm Payments Bank and request a refund.

7 Highlights and 7 Benefits of IHMCL RFP for Common Tolling System (CTS)

 

            For Bankers, CTS means Cheque Truncation System, in the near future they have to be familiar with another CTS i.e. Common Tolling System.

            The funds movements between the various stake holders will be via Bank Accounts / eWallets/Pre-Paid Cards or other new payment tools.

            IHMCL has released an RFP for Selection of Vendor for Design, Develop, Commissioning and Operations & Maintenance of Common Tolling Software (CTS)



CTS RFP Highlights: -

Highlight 01) CTS Application will run on Distributed Ledger System.

Highlight 02) CTS Application will have 5 major modules i.e A) General System Requirements B) Finance and Accounts Module C) Integration Module D) Employee Module E) Maintenance Module

 

Highlight 03)     Complete integration with all lane level equipment i.e a)Incident Capture Camera b) RFID Reader c) Automatic Vehicle Classification System (AVC) d) Automatic lane exit barrier e) Recognition camera  f) Induction loop for vehicle detection g) Weigh-in-motion  sensor h) Overhead lane sign / Canopy lane status display (CSLD) i) Toll Collector Terminal g) Credit / Debit / CSC terminal / validator   

Highlight 04) The System is also required to ensure a minimum throughput per hour per toll lane, for the vehicles as per various collection modes a) FASTag __ 1200 vehicles per hour b) Cash __ 240 vehicles per hour c) Smart Card __ 600 vehicles per hour d) Validation __ 600 vehicles per hour

Highlight 05) The primary recovery mode of Toll in CTS is via FASTag. If the vehicle is not FASTag enabled or there is insufficient balance in the FASTag wallet, then toll has to be recovered via Cash, Credit/Debit Card, UPI, Mobile Wallets or any other legal tender

Highlight 06) Provision of Weigh-in Motion Bridge to calculate the vehicle load and levy penalties for overloaded vehicles as CMVR, 1989  provisions.

Highlight 07) Provision for issuance of paper receipts in case of non-FASTag payments.

 

CTS Benefits: -

Benefit 01) Minimal waiting time for travellers at the Toll Gates

Benefit 02) Users can choose to pay in a variety of modes i.e FASTag is the preferred choice. Otherwise, Cash, Credit/Debit Card, UPI, Mobile Wallets or any other legal tender as and when such facilities are available.

Benefit 03) Reward Programs for frequent users can be executed without much hiccups

Benefit 04) Reduction in the overall travelling time, with AI based traffic prediction programs

Benefit 05) Reduction in Turn Over Time to resolve vehicle breakdowns

Benefit 06) Reduced stress for Drivers as the overall journey experience can be predicted in advance

Benefit 07) Minimal disruptions by Toll Operators, as toll passage is deemed free under MoRTH notification no. GSR 427(E) dated 18 January 2018, if at a toll plaza, the FASTag system is unable to read a tag or generate a receipt, passage through the toll plaza is deemed free.

Such a failure could be on account of (1) failure at the back-end at the level of the NETC, in

recording the transaction, or (2) failure at the level of the toll plaza to read the FASTag or classify

the vehicle, or failure to compute the toll collectible, or failure to record the transaction locally.

 This does not apply in case of a defective tag, including tags with insufficient balance

26 FASTag Issuing Banks – But only 9 on BBPS



Indian highway users can buy FASTag for their vehicles from 25 Banks and 1 Bank Neutral Service Provider i.e. Indian Highways Management Company Ltd.

However, users of only the below 9 FASTag Issuers can recharge their FASTag via BBPS.

All other FASTag users have to choose alternate recharge methods.

I’m waiting for the day when all FASTag issuers onboard BBPS for FASTag recharge.

This will be a golden day in the history of BBPS when 100% of Billers in a respective category are on BBPS

What is stopping the remaining FASTag issuers to onboard BBPS?

FASTag to boost Safe riding in India


          Today’s Post is inspired by Shri Narendra Modi’s Mann ki Baat Tweet @ Cashless treatment for victims of road accidents.

          The first part of this program will be unveiled in Gurgaon, Jaipur and Vadodara and then to Mumbai, Ranchi, Rungaon and Maurya national highways.

          The broad outlines have been mentioned by Prime Minister Narendra Modi. The same is as under:   Cashless treatment will be given to accident victims, wherein the victim does not have to worry for the first 50 hours as to who pays the money for treatment, will also be launched soon.

          Today at ‘Toll Plaza at KM.37/800 of NH-4, near Sriperumbudur’, the FASTag ‘Interoperable Electronic Toll Collection (ETC) system’, on Chennai-Bangalore Corridor of Golden Quadrilateral has been launched.

          The FASTAG was first launched in April 2012 on the 10-km Himalayan Expressway and Shri Nitin  Gadkari inaugurated the ETC on the Delhi-Mumbai stretch of NH-8 in November 2014.

          The aim of FASTAG is to ensure ‘Cashless’, collection of toll on major 350 toll plazas on Indian  national highways.

The contours of FASTAG are as under:

v  FASTAG is brand name of  Electronic Toll Collection (ETC) program in India.
v  Brand names of similar tags in other countries are known by different names like “Eazee Pass”, “SunPass” in the US, “e-Pass” in Australia, “Salik” in Dubai etc.
v  Under ETC, payment of highway tolls moves from physical mode to the electronic mode.
v  The respective vehicles having FASTAG can zip through the highway tolls gates.
v  The unique number of the RFID Tag affixed on the wind shield of the vehicle will be read by the readers fitted in the dedicated “ETC” lanes of plazas.
v  The appropriate amount as per the class of vehicle will be automatically deducted from the account of the user.
v  The dedicated ETC lanes will have colour coding for distinct identity recognized as “FASTag lanes”.  
v  The float money in the FASTAGs would be held by ICICI Bank and Axis bank as they are providing Central Clearing House (CCH) services.
v  ICICI Bank and Axis Bank will distribute the RFID based “FASTag” through their franchises/agents and at points of sales near the toll plazas.
v  Road users can enrol and get “FASTag” affixed on their vehicles at designated toll plaza locations or Point of Sale (POS) stations of Axis bank and ICICI bank. 

11 ways through FASTAG can advance Safe Riding in India:-
1)     Introduce KYC (Know your customers) norms to Indian vehicle owners.

2)    Alert vehicle owners on their vehicle movement through SMSs’ to their registered mobile numbers.

3)    Reduce fuel wastage due to long waiting times at the toll gates.

4)    Introduce Safe eTransactions channels to FASTAG users.

5)    Boost eTransactions in India.

6)    Introduce the concept of real time data on traffic movement on highways to government officials, to prepare road development plans.

7)    Plug revenues leakages at toll gates.

8)    Introduce ‘moneyback’, concept amongst Highway travellers.

9)    Track vehicles in case of criminal incidences.

10)  Introduce differential pricing i.e penalty of two-times toll from vehicles that enter tag lanes without FASTAG. This is necessary to ensure that vehicles fitted with tags don't get caught behind non-tag vehicles.

11)  Enhanced revenue from advertisements banners at FASTAG toll lanes.

Zip Zoom Zap through Indian Toll Plazas


            The major irritation on India’s Expressways is the waiting time at the numerous toll gates dotting the India’s Expressways.
            The waiting time translates into higher fuel bill for the automobiles travelling on the expressways. Individually the loss will be less, but when added for the whole number of vehicles waiting the Toll Plazas, the number runs into crores.

            Abroad the concept of RFID Tags for Toll Plaza collection is common. A similar concept has been introduced in India too.

            The CashLess option works on RFID-based smart tags — Fastags — for cashless transaction at toll plazas.

Vehicles fitted with the inter-operable tags don't need to wait in queue at plazas. In India the technology was first launched in April 2012 on the 10-km Himalayan Expressway,

On October 31st 2014, Road transport minister Nitin  Gadkari inaugurated the ETC on the Delhi-Mumbai stretch of NH-8 on Friday. This is the longest stretch where ETC is being implemented in a big scale.

Mumbaikars can experience the benefits of CashLess Toll collections on the Bandra Worli Sea Link.

The ETC system will work on Radio Frequency Identification (RFID) technology, with a tag called FASTag plastered on the vehicle which will contain the unique identification number associated with the vehicle.

A separate lane, called FASTag lane, equipped with sensors is being designed on all toll plazas by the respective concessionaires. Users of the tag, once enrolled in the system, will have an online account which they can charge in advance.

When they pass the toll plaza, the tag will be read by the sensors without the vehicle needing to stop.

The sensors will then transmit the unique vehicle code to the central servers of the bank that issued the FASTag.

The appropriate toll charge would be deducted from the user’s online account. In order to prevent theft of the tag, it has been designed in a manner such that, once attached to the vehicle, it will suffer damage and be rendered unusable if removed.

The customers can get Fastags recharged online and can also get instant alerts about usage and balance amount.

There would be a challenge to ensure that Non-tagged vehicles do not enter the Tag Lanes.

In this regard, the road transport ministry will soon notify penalty of charging two-times toll from vehicles that enter tag lanes without Fastag. This is necessary to ensure that vehicles fitted with tags don't get caught behind non-tag vehicles.


The major benefits of CashLess Toll Plaza Collections are:
·         Plug revenue leakages from toll collection
·         Track vehicles in case of criminal incidences.
·         The real time data on traffic movement on highways will help government to prepare road development plans.

·         The road side vendors will see a spurt in their income, as the motorists would now spend more time at their shops, rather than at the toll plazas
