New NPCI Circular to improve the strike rate of NACH Debit Mandates

            The strike rate pf NACH Debit Mandates refers to the successful registration by the account holders bank.

            Destination Banks return physical NACH Debit Mandates due to a variety of reasons. The reasons can be varied as:

o   Drawer Signature Differs

o   Drawer signature required

o   Image not clear

o   Amount of EMI more than the limit allowed for the account

o   Mandate registration not allowed for CC Account

o   Date mismatch with image_account number

And so on, and so forth

            The reference circular for NACH Debit Return Reasons is NPCI NACH Cir No 16 dt.November  28, 2019.

            Vide the above circular, major changes in the Return process were introduced by NPCI.

            For the first time, NPCI introduced the concept of Penalties on destination banks for returning mandates with specific reason.

            The return reason is:

MO49 - Drawer Signature not updated in CBS

Rationale: It is the sole responsibility of the destination bank to upload drawer’s signatures in all the accounts of the bank. The sponsor bank or corporate is not at fault. The corporates should not be penalized for destination bank errors.

 The following table shows the trend of mandate registration for the last year


 


Break-up of the rejected mandates return-wise is not available in the public domain.            

NPCI on June 18,2021 released fresh operating guidelines to improve the success rate of NACH mandate registration.

The circular focusses on three return reasons

Return Reason 01) Signature Mismatch:

Where there is a marginal signature mismatch, NPCI has advised banks to implement the following in the process flow –

i)                    Review by a higher official

ii)                  Seeking confirmation from the customer through tele-calling and authentication.

This is applicable only to physical mandates, as there is no Wet Signature in case of digital mandates.

Return Reason 02) Mandates drawn on CC (Cash Credit /Overdraft) account:

o   There is a specific return reason i.e Mandate registration not allowed for (Cash Credit) CC Account.

To avoid rejection of the Mandates issued for genuine business purposes, destination banks are advised to focus on the purpose tag of the mandate. Based on the mandate purpose tag, banks may have a clear picture as to what mandates should be rejected for this reason.

Ideally, appropriate business rules can be built in the bank’s processing system, to flag mandates matching the pre-defined purpose tags.

This is applicable to both physical mandates as well as digital mandates.

 

Return Reason 03) Return on account of insufficient balance to recover processing fees: Almost all the banks charge their customers for NACH Debit Mandate registration in their accounts.

For eg: Quote

HDFC Bank – One-time Mandate Authorisation Charges per mandate (Physical / Online)            Rs. 100/- + GST (effective 1st July 2019)

 

State Bank of India – 32. National Automated Clearing House (NACH) Mandate (including ‘E’ mandate)

One-time Mandate Authorisation Charges per mandate 50/- + GST

Failed Mandate 250/- +GST

 

Punjab National Bank – Inward NACH Mandate Verification - Rs. 100/- per mandate on acceptance

The above are just examples, the actual mandate registration charge may vary within the same bank, based on account variant.

Few banks are returning the NACH debit mandate if the balance in the account at the time of the mandate registration is not sufficient to recover the respective bank’s registration charges.

Now, NPCI has advised banks not to Reject mandates if there is insufficient balance to recover the registration charges. The logic is that registration of NACH debit mandate is a non-financial transaction and not a financial transaction.

  This is applicable to physical as well as digital mandates.

          The CoWIN website team offers multiple APIs for public use. Through this APIs, Web and App Developers are pulling the data and sharing to their users.

          There have been instances of Indian Jugaad and deploying the APIs to bypass the system, and get quick access to vaccine slots.



          To reduce such instances, CoWIN administrators have made few changes to the API data.

These APIs are available for use by all third-party applications.

The appointment availability data is cached and may be up to 30 minutes old.

Further, these APIs are subject to a rate limit of 100 API calls per 5 minutes per IP.

Please consider these points while using the APIs in your application.

2nd Dose eligible beneficiaries – CoWIN calculates the minimum gap required between the 1st dose and the 2nd dose and displays only the available vaccination centres after the 2nd dose eligibility date.  This reduces the stress on the beneficiary. There is no need to see the vaccination centres if one is not eligible for the 2nd dose.

Twitter Tip Jar - Can you Tip via #UPI?



            I was searching Twitter to see if any profile has enabled Tip Jar. Unluckily could not find Tip Jar enabled profiles.

            Please let me know any Twitter profiles that have Tip Jar enabled. This will enable me to try out a micro-donation.

            Twitter’s Tip Jar is a feature for Tweet senders to receive tips from anyone seeing their tweet in English language. In the near future, Tip Jar feature will be enabled for other languages too.  

            Eligible Twitter account holders can add Tip Jar to their profile and accept tips. In the initial phase, eligible twitters are creators, journalists, experts and non-profits. The list will be expanded as days go by.

            The preferred payment services are: Bandcamp, Cash App, Patreon, PayPal and Venmo. Twitter takes no cut.

On Android, tips can also be sent within Spaces. Spaces is the new way to listen to live audio conversations on Twitter. The creator of a Space i.e Host can also receive Tips via Tip Jar, if his/her profile is eligible for the same. As ‘spaces’, are more direct than tweets, the chances of Tips after completion of a ‘space’, are high.

Cash App - Cash App is a mobile payment service developed by Square, Inc. that allows users to transfer money to one another using a mobile phone app. The service is available in the US and the UK. As Cash App is still not available in India, tips cannot be done via #UPI

 

Patreon - Patreon is an American membership platform that provides business tools for content creators to run a subscription service. It helps creators and artists earn a monthly income by providing rewards and perks to their subscribers. As Patreon is not yet available in India, tips cannot be done via #UPI

PayPal – As per an article dt. 21 Dec, 2021, PayPal's Xoom adds UPI payments enabling NRIs and PIOs to remit money to India in real-time article. But, will this work in Twitter Tip Jar has to be seen in action.

Venmo - Venmo is a mobile payment service owned by PayPal. Venmo account holders can transfer funds to others via a mobile phone app; both the sender and receiver have to live in the U.S.. so #UPI is out of the question

Thailand’s PromptPay and Singapore’s PayNow join hands for World’s First Linkage of Real-time Payment Systems



Singapore’s PayNow system that lets individuals transfer money using just a mobile number is now linked to Thailand's PromptPay version.

The linkage between the two countries' national fast payment systems is the first of its kind in the world.

The Monetary Authority of Singapore and Bank of Thailand have linked their country’s retail real-time payment systems, saying this would sharply cut transaction times.

No other central banks around the world have connected their retail instant payment networks.

Both systems have been designed by Vocalink, now a subsidiary of MasterCard.

In a joint statement on today April 29, 2021, the central banks said Thailand’s PromptPay system had been connected to Singapore’s PayNow network.

The cooperation between MAS and BOT goes back to 2006, when the MOU was signed by Mr Heng Swee Keat, Managing Director, MAS, and M.R. Pridiyathorn Devakula, Governor, BOT, in Singapore in May 2006.

 

Customers of participating banks in Singapore and Thailand will be able to transfer funds of up to S$1,000 or THB25,000 (S$1,060) daily across the two countries, using just a mobile number.

There will be no need to populate information fields such as the recipient’s full name and bank account details, as with normal remittance solutions.

The funds will flow seamlessly and securely between customers’ accounts in Singapore and Thailand and vice-versa.

The experience will be similar to how domestic PayNow and PromptPay transfers are made today, in which senders can use their mobile banking or payment applications to initiate fund transfers instantly and securely, at any time of the day.

As there is no change in the experience pattern for the participating bank account holders, it is expected volumes will be reasonably good from Day 1.

The transfers will be completed within a matter of minutes, representing a marked improvement over the average of 1-2 working days needed by most cross-border remittance solutions.

The funds transfer channel is open 24*7, 7 Days a week, 365 days a year. This means there will be no holidays for this cross-border payment channel.

Singapore is 1 hour ahead of Thailand. Eg: 2:10 pm Saturday, in Singapore is 1:10 pm Saturday, in Thailand. This means the time gap between Singapore and Thailand is very less, which is a plus point for this payment channel.

 

The senders will be able to see the conversion rate and the applicable fees before conformation of the payment.

The fees will be affordably priced at less than 3 per cent to 5 per cent of the value of transfer, compared with the global average of 11 per cent, and will be transparently displayed to senders.

Participating banks have confirmed that the conversion rates and fees will be transparent and reasonable.

As of now, no charges are envisaged for the fund’s recipients.

In the first phase, only P2P (Person to Person) payments are enabled. In the long run, P2M (Person to Merchant) and M2P (Merchant to Person) payments may be enabled.

The payment channel will progressively scale up the PromptPay-PayNow linkage to include more participants and extend the transfer limits to facilitate business transactions.

The new initiative was announced via a joint statement, by BoT and MAS.

 

Meanwhile, BoT governor Dr Sethaput Suthiwartnarueput said the service by MAS and BoT would effectively address customers' long-standing pain points in the area of cross-border transfers and remittances including long transaction times and high costs.

 

“Today’s PromptPay-PayNow linkage represents another key milestone in our digital payments journey.

 

“With the success of PromptPay, our domestic payment system, we have sought to enhance cross-border linkages with ASEAN and other countries and have launched our QR cross-border payment connectivity with Japan, Laos, Cambodia, and Vietnam,” he said.

 

MAS managing director Ravi Menon, meanwhile, said MAS’ shared objective with BoT is to work with their ASEAN counterparts to expand this bilateral linkage into a network of linked retail payment systems across ASEAN.

 

“With the rise of the digital economy, we want to empower individuals and businesses in the region with simple, swift and secure cross-border payments through just a few clicks on their mobile phones,” he said.

 

The first steps towards PromptPay-PayNow linkage started off in 2019 under the ASEAN Payment Connectivity plan.

The linkage ‘Go Live’, involved an extensive collaboration between the BoT and MAS, both countries’ payment system operators, bankers’ associations, and participating banks.

Participating pilot banks in Thailand: - Bangkok Bank, Kasikornbank, Krung Thai Bank, and Siam Commercial Bank.

Participating pilot banks in Singapore:- DBS Bank, OCBC, and United Overseas Bank.

PayNow is a peer-to-peer funds transfer service available to retail customers of nine participating banks and three participating Non-Financial Institutions (NFIs) – Bank of China, Citibank Singapore, DBS / POSB Bank, HSBC, Industrial and Commercial Bank of China Limited, Maybank, OCBC Bank, Standard Chartered Bank, UOB, GrabPay, LiquidPay and Singtel Dash.

 

PayNow offers an enhanced funds transfer experience that enables retail customers of the nine participating banks and three participating NFIs to send and receive Singapore Dollar funds from one bank or e-wallet account to another in Singapore through FAST by using just their mobile number, Singapore NRIC/FIN, or Virtual Payment Address (VPA), instantly.

 

The sender no longer needs to know the recipient’s bank/e-wallet provider and account number when transferring money via PayNow.

 

PayNow, which launched on 10 July 2017 for participating banks and on 8 February 2021 for participating NFIs, is provided free to retail customers and is available 24/7, 365days.

        change.org has two major types of donations. One is a generic donation towards itself, and the other is a donation to promote a specific petition. These are also known as ‘Promoted Petitions’.

change.org has tied up with ‘Stripe’, to process the donations. In India, respective petition supporters can only donate via a Credit Card. There is no other donation mode.

Yes, #UPI is not a donation payment mode. This is very much surprising. UPI is very, very popular in India, and change.org should accept petition specific donations through UPI too.

At the same time, Change.Org accepts generic donations via UPI. Razorpay is the payment processor for generic donations.

This means it should not be difficult for Change.Org to incorporate UPI as a donation mode for ‘Promoted Petitions’ too.
